I'm curious about how these things work. By 'Maybe after it's finished, a fansub/encoder group will pick it up', do you mean that the dual audio track file versions get created by fans that extract the english sub-title and dubbed audio tracks and then combine the video with those tracks into the mkv files that then get uploaded? Even though this series doesn't cover the total content of the manga to this point, this season of the anime is complete.
